If the property owner is unable to collect the title deeds in person, then is such cases the title deeds can be collected by his authorized representative who has been authorized by way of Specific Power of Attorney (issued by mortgagor) to collect title deeds on behalf of the mortgagor.
Representative should carry a POA, signature and id proof of the applicant(s).
